Objectives

The Ministry of Education and the Ministry of Economy of Moldova initiated the establishment of a large-scale project, the Moldova HiTech Park. To support this effort, they requested a specialised training programme focused on the administration and strategic development of technology parks.

Drawing on IASP’s extensive global expertise, the objective was to deliver an ad hoc training course for professionals involved in park management in Moldova. The programme was designed to provide deep insights into international trends, management models, and the core components of successful  Science and Technology Parks.

The three-day online training seminar, delivered via Zoom, provided a comprehensive curriculum covering the following key areas of science and technology park (STP) management:

  • Internationalisation and Global Networks.
  • Ownership, Governance and Management: Exploring institutional architecture, decision-making frameworks, and the staffing of management teams.
  • STP Services: Strategies for providing high value-added services tailored to the needs of local innovation spaces.
  • STPs and their Residents: Defining resident profiles, entry filters, and strategies for the attraction and retention of innovative companies.
  • Business Incubation and Creation: Mechanisms to stimulate entrepreneurial communities and support the growth of early-stage startups.
  • Collaboration with Academia and Research Institutions: Managing the synergy between universities and industry to drive research commercialisation and talent attraction.
  • STP Investment and Financing: Developing sustainable business models, revenue streams, and financial frameworks for long-term competitiveness.

The methodology included expert presentations followed by interactive Q&A sessions to address the specific needs and questions of the Moldovan participants
