Objectives

The objective of this assignment is to develop a strategic framework and roadmap for the Vaal University of Technology Science and Technology Park that defines its vision, strategic positioning and long-term development pathway. The assignment seeks to identify priority industries and thematic areas where the park can build a distinctive niche, including advanced manufacturing, hydrogen, cannabis biotechnology, robotics, drones, 3D printing and smart materials. It also aims to explore suitable governance and operating models, assess partnership and financing opportunities, and strengthen the case for public support and future investment. A key objective is to position the VUT STP as a differentiated regional innovation hub with a clear identity, aligned with national and provincial development priorities and capable of attracting tenants, partnerships and long-term funding.

To achieve these objectives, the assignment includes a series of analytical and strategic activities beginning with a review of relevant policy frameworks, economic development strategies and innovation ecosystem dynamics in South Africa. It involves consultations with VUT leadership, researchers, public sector stakeholders, existing park tenants and industry representatives in order to understand local strengths, opportunities and stakeholder expectations. The work also includes a SWOT analysis, benchmarking against relevant African and international science and technology parks, and the use of strategic tools such as the IASP Strategigram to assess positioning. Building on this, the assignment will define the park’s strategic vision and sector focus, propose governance and business model options, identify potential funding mechanisms and partnerships, and develop a preliminary roadmap, action plan and pre-feasibility framework covering milestones, services, infrastructure needs and the park’s future value proposition.
