How to Layout Future Industrial Parks in Urban Renewal of Old Factory Buildings 

This article explores pathways for developing future industrial parks during the urban renewal of old factory buildings, focusing on industry-city integration and policy innovation. It first elaborates on the "talent-centric" concept of industry-city integration, using case studies such as Singapore’s Jurong Industrial Estate and New York’s Hudson Yards to illustrate the demand for integrated environments that combine work, life, and innovation. Second, taking the Changping Technology Park Heating Plant Project as an example, it analyzes challenges like investment return dilemmas in old factory renovations and introduces policy breakthroughs such as the "15% supporting functions" strategy to achieve a "commercial-supporting-industry" model, alongside innovations in social capital participation through the separation of property rights, operational rights, and profit rights. Finally, it proposes strategies for future industrial park layouts in the Changping project, including spatial revitalization, industrial upgrading, and a "fund plus base" model, while outlining directions for further exploration.
