The project covers approximately 194 hectares in Belvedere, near the HIT campus, and is designed as an integrated innovation and smart-city development combining academic, research, industrial, commercial, and residential functions.

The development is intended to support research and development, technology incubation, technology transfer, industrialisation, and commercialisation, with facilities planned for technology companies, research organisations, startups, SMEs, and advanced manufacturing activities. Priority areas include artificial intelligence, biotechnology, robotics, semiconductors, clean energy, and aerospace. Planned facilities include a science and technology park, industrial park, business incubators, co-working spaces, conference facilities, and supporting residential infrastructure. The Valley is envisioned as a smart and sustainable innovation district, incorporating digital connectivity, smart utilities, renewable energy, and other modern infrastructure. Through this integrated model, HDV aims to attract investment and talent, support technology-based entrepreneurship, and contribute to Zimbabwe's industrial and economic development.
