Description:
Research suggests that, whilst the primary stimulus for change remains those forces in the external environment, the prime motivator for how change is accomplished resides with the people within the organisation. The purpose of this paper is to examine the human side of innovation and the role of education, learning and a supportive culture in overcoming the perceived barriers to entrepreneurism within the traditional public sector environment. Reference will be made to theoretical models, to cultural studies within the author's organisation and to the entrepreneurial policies and practices of other comparable organisations in order to identify best practice.
