Managed by the Beijing Overseas Talents Association, the park collaborates with various stakeholders, including public agencies, industrial parks, incubators, venture capital firms, universities, and corporations, to create a comprehensive startup ecosystem platform.

It also hosts the annual HICOOL Global Entrepreneur Summit, which serves as a platform for showcasing innovative projects and fostering international collaboration.
