The Luanda Science and Technology Park (PCTL) was officially inaugurated on 19 June 2026 by Angola’s President, João Manuel Gonçalves Lourenço, marking a significant milestone in the country’s efforts to build a sustainable ecosystem for research, innovation, and technology-based enterprise in the capital.
Located on approximately 60,000 m² in the Maianga District of Luanda, the park is surrounded by higher education and scientific research institutions and brings together a broad range of facilities under one integrated campus. These include administrative services, offices for established companies, an incubation space, a library, a multi-sport court, and a series of specialised laboratories covering telecommunications, electronics and software, among many more.
Developed under the Science and Technology Development Project (PDCT), led by Angola’s Ministry of Higher Education, Science, Technology and Innovation (MESCTI) and financed by the Government of Angola with support from the African Development Bank, the park has been conceived as a bridge between academic research, public policy and commercial enterprise.
Its mission is to serve as an innovative space where science, research, innovation, technology and entrepreneurial activity can interact, creating a competitive environment for the country’s sustainable development. Its vision is to become a benchmark in the transfer and application of science, knowledge and technology, fostering innovation and smart specialisation among Angolan companies on a global scale.
The park’s strategic objectives centre on fostering collaboration between companies, universities and research institutions to drive technology-based development, support economic diversification and strengthen Angola’s innovation landscape. It is a model grounded in the quadruple helix, connecting industry, academia, government and civil society around a shared framework for growth.
IASP was involved in an earlier stage of the project, having been commissioned in 2021 to develop a business plan for the establishment of the park. This was developed aligned with international best practice in science park development, while taking into account Angola’s specific economic priorities and the requirements of the client. The resulting business model was designed to provide a robust framework for the park’s establishment and long-term sustainability.
The opening of the Luanda Science and Technology Park is a significant development not only for Angola but for the wider Southern African region, where the need for dedicated spaces connecting research, innovation and entrepreneurship to economic development remains an important priority.
