The Zhongguancun (Fangshan Park) Intelligent Emergency Equipment Industry Park: Thoughts on Promoting Green Energy Industry Development through Specialized Products and Services

Industrial parks have made significant contributions to China’s economic and social development. However, long-term extensive development has led to problems such as excessive space supply, difficulties in attracting investment, severe homogenization and competition, and poor public service systems.  

The development of parks in Beijing shares the basic characteristics of the aforementioned problems, while also possessing distinct features. The high land prices, land use taxes, property taxes, and other direct costs have created significant challenges for enterprises on their path to industrialization. This paper, based on a survey of 200 technological innovation enterprises in Beijing, summarizes the difficulties enterprises face in industrialization. Additionally, the paper combines the empirical case of the Zhongguancun (Fangshan Park) Intelligent Emergency Equipment Industry Park’s services for green energy industry clusters, summarizes a specialized product and service system combining a "space-service-investment" system as an integrated approach to promoting the development of green energy industry clusters. This model has important significance for the high-quality development of industrial parks.
